Since the beginning of 2020, BSAM has fully implemented the decisions and arrangements of the CPC Central Committee, the CPC Beijing Municipal Committee and Beijing Municipal Government on epidemic prevention and control and economic and social development, and has taken proactive measures to minimize the adverse impacts of the epidemic on business operation and ensure stable growth. In the first half of 2020, BSAM realized operating income and total profit of RMB6.752 billion and RMB1.537 billion, up 31.35% and 21.56% year on year, respectively. BSAM always vigorously exerts the group management and control service functions of head office, boosts continuous optimization of the internal structure in Finance, Culture and Sports, Environmental Protection and New Energy and Smart and Livable City (four pillars), and promotes the further improvement of the profitability of core industries. In the first half of 2020, China Beijing Equity Exchange realized transaction scale of RMB5.29 trillion, with a year-on-year increase of 39%. China Beijing Equity Exchange clinched 2,481 projects with respect to transfer of state-owned property rights, capital increase of state-owned enterprise, transfer of state-owned enterprise assets and housing leasing of state-owned enterprises, with transaction amount of RMB136.094 billion, which continued to remain the first place in the industry. Beijing Guotong Asset Management Co., Ltd gave full play to local AMC functions, made progress in non-performing asset disposal projects, and realized operating income of RMB1.653 billion, up 210.49% year on year. Dynagreen Environmental Protection Group Co., Ltd added five waste incineration power generation operation projects compared with that in the previous year. Beijing Science and Technology Park Construction Group Co., Ltd spared no effort for the development of urban functions, and its operating income increased by 15% on a year-on-year basis in the first half of 2020.

Since the outbreak of COVID-19 epidemic, BSAM has resolutely paid equal attention to epidemic prevention and control and its own production and operation. While weaving the dense epidemic prevention and control network in the whole group, BSAM guided all subsidiaries to take the initiative, and helped win the victory in the battle of epidemic prevention and control. The operation team of Daxing Branch of Beijing National Stadium successfully fulfilled the venue-based service guarantee task of professional air-film nucleic acid testing laboratory. CAPINFO Co., Ltd built “Electronic Certification Cloud Service Platform” for China CDC, thereby ensuring the transmission of epidemic data.

In addition, BSAM took effective measures in a multi-pronged manner to ensure that Beijing-based enterprises could resume work and production.
On one hand, BSAM instructed eight subsidiaries to reduce or exempt rents for more than 150 small, medium and micro-sized enterprises by accumulatively RMB31.0814 million, and took practical actions to help small, medium and micro-sized enterprises cut operating costs.
On the other hand, BSAM gave full play to catalyst role of financial services for the real economy. In response to the financing difficulties of small and medium-sized enterprises, Beijing SME Credit Re-Guarantee Co., Ltd guided the guarantee enterprises to make more efforts for epidemic prevention and control and reliefs and supports for enterprises through a series of supporting operational policies, such as the establishment of “special funding for epidemic prevention enterprises”, “green channel for bailout”, provision of risk compensation, reduction of re-guarantee fee rate and setup of “tolerance mechanism”. China Beijing Equity Exchange built “Industrial Chain Sharing Cloud Platform” to help forge the upstream and downstream industrial chains. Such “non-contact” business model facilitated smooth and orderly transactions. Operated and managed by Beijing Industrial Developing Investment Management Co., Ltd, Small and Medium-Sized Enterprise Service Platform provided various online training, office work and other innovative services, presented a total of 76 cloud service products, carried out 215 online trainings, and trained 760,000 enterprises to help small, medium and micro-sized enterprises resume work and production.

While doing a good job in normalizing the epidemic prevention and control, BSAM unswervingly devoted to the functional positioning of the capital city, vigorously plunged into the functional construction of Beijing as “Four Centers”, fulfilled various tasks by grasping “Three Major Issues” and fighting three tough battles, and contributed to the high-quality development of Beijing at a faster pace.
The preparations for the Winter Olympics gained ground in an orderly manner. In the first half of 2020, BSAM planned for the construction and transformation of three winter Olympic venues “Ice Ribbon”, “Bird’s Nest” and “Ice Cube” in an overall manner, and instructed Beiao Group to make full preparations for sports exhibitions and award ceremonies of the Beijing 2022 Winter Olympics and Winter Paralympics. The National Speed Skating Oval Project witnessed the resumption of on-site construction in an orderly manner, where parallel construction works of roofing, mechanical and electrical equipment installation, decoration, ice-making and other processes were carried out steadily. In May 2020, for the first time, Beijing National Aquatics Center completed the full-cycle transformation of water and ice in under the Summer/Winter Olympics Mode, and “ice-water two-wheel drive” came true. The youth TV program Little Anchorperson’s Talk Show for the Winter Olympics, launched by Beiao Group, has formally gone live on Hainan Satellite TV, thereby further arousing the enthusiasm of young people to stay tuned to and participate in the Winter Olympics.

Dongsi Metro Station Mending Plot, a part of Longfu Temple Phase II Project, formally kicked off the main body construction. Longfu Temple Phase I Project continued to present a number of cultural promotion activities with distinctive themes, in an effort to help resumption of businesses and markets and propel Longfu Temple Business District to emerge as a new landmark of cultural consumption and experience. During the epidemic period, Beijing Performance & Arts Group offered Performance Series of “New Year Concert” and Performances Series of “the 3rd Peking Opera Gala of Beijing” via Beijing Platform of Xuexi.cn. After the local performance market restarted, Beijing Performance & Arts Group launched “Meeting in Taihu and Art in Company with You—Collective Performance of Outstanding Repertoires by Beijing Municipal-owned Art Troupes”, thereby enriching the spiritual and cultural life of the common people. Crystal CG Co., Ltd produced emblem promotional videos of FIS Snowboard Big Air Championships and FIS Freestyle Aerials Championships 2021.

BSAM dedicated to the construction of urban sub-centers across Beijing. Phase I of Tongzhou Circular Economy Industry Park Project, undertaken by Dynagreen Environmental Protection Group Co., Ltd, proceeded smoothly. Phase II of this project continued to gain ground. Beijing Guotong Asset Management Co., Ltd spread the construction experience of Laijin Cultural Industry Park, and built three new-type cultural and creative industry parks in urban sub-centers and Yizhuang Development Zone. CAPINFO Co., Ltd guaranteed operation and maintenance of informatization infrastructures in urban sub-center administrative office areas, and backed up the gradual relocation for information systems of various national commissions, offices and bureaus to Government Cloud Platform. CHJ-Care Group further promoted the initiation of Tongzhou Rural Mutual Aid Pension Project.

BSAM helped win the tough battle against poverty. BSAM performed well in pairing assistance through “One Enterprise Aids One Village”, adapted measures to local conditions, and explored for a new approach to saying goodbye to low income and becoming rich by taking advantage of picturesque landscapes and centering on industry leadership, employment expansion, income increase and entrepreneurship. As a result, Liangjiazhuang Village of Mentougou District has stably said goodbye to low income and embarked on a path for going prosperous.

In addition, BSAM donated RMB1.4908 million to Luopu County, Hotan City, Xinjiang Uygur Autonomous Region, one of national-level poverty-stricken counties aided by Beijing under partner assistance program, which was earmarked for regional cultural poverty alleviation. Through “talent introduction” and “aspiration stimulation” on the cultural front, this gave more spiritual motivations for a comprehensive victory in the crucial battle against poverty. BSAM singed Poverty Alleviation Cooperation Agreement themed with “Hand in Hand towards a Well-off Society” with People’s Government of Chongli District, Zhangjiakou City, Hebei Province, with a view to quickening the pace of poverty alleviation in Chongli District.
